90 MP ASEAN gesa Parlimen Malaysia kembali bersidang

KUALA LUMPUR – Seramai 90 ahli Parlimen dari tujuh negara Asean mendesak Yang di-Pertuan Agong dan Perdana Menteri untuk membenarkan Parlimen Malyasia kembali bersidang tanpa sekatan secepat mungkin.

Dalam satu kenyataan bersama hari ini, kesemua mereka berkata persidangan Parlimen penting untuk memastikan kebertanggungjawaban kerajaan, menilai langkah darurat, melindungi hak asasi, dan menyumbang ke arah proses membuat keputusan berkenaan dasar utama.

Kenyataan itu ditandatangani ahli Parlimen daripada Thailand, Indonesia, Timor-Leste, Kemboja, Filipina dan Singapura.

“Kuasa darurat Malaysia jelas tidak menepati piawaian antarabangsa yang sedia ada dan mewujudkan keadaan di mana kebertanggungjawaban kerajaan amat terhad, dengan salah guna kuasa mungkin berlaku.

“Sebagai badan yang menyuarakan kehendak rakyat, Parlimen mempunyai kedudukan utama dalam demokrasi yang berfungsi, dan penggantungannya pada masa ini telah menidakkan penglibatan awam dalam proses membuat keputusan.

“Ini membimbangkan terutamanya di saat sebarang keputusan kerajaan akan meninggalkan kesan berkekalan terhadap hidup rakyat,” menurut kenyataan bersama berkenaan.

Kata kumpulan pemimpin itu lagi, sekarang waktu yang amat penting untuk Parlimen berfungsi dengan cekap dan memantau terhadap sebarang risiko salah guna kuasa.

Susulan proklamasi darurat oleh Perdana Menteri, Tan Sri Muhyiddin Yassin bulan lalu, atas dasar melawan penularan wabak Covid-19 yang kian meningkat, sidang Parlimen dan DUN digantung sehingga tempoh yang dirasakan sesuai oleh Agong.

Perintah darurat berkuatkuasa sehingga Ogos dan tertakluk kepada syor jawatankuasa khas yang dianggotai 19 ahli daripada pelbagai latar belakang, termasuk tiga ahli Parlimen pembangkang.

Mereka turut menyuarakan kebimbangan berhubung kuasa tambahan kepada angkatan tentera ketika tempoh darurat untuk menangkap warga asing tanpa dokumen di sempadan negara.

“Kami ingin mengingatkan pihak berkuasa, bagi menjamin darurat tidak digunakan untuk menekan hak asasi atau merampas institusi demokrasi, ia sepatutnya wajar dan bersekadar untuk menangani ancaman yang ingin dikekangnya, dalam hal ini bagi mengekang penularan Covid-19.

“Kuasa seumpama itu perlu bersifat sementara, teratkluk kepada pengawasan kehakiman dan legislatif yang berkesan, dan tidak menyasarkan golongan tertentu,” kata mereka. – SuaraTV
